Why is this disturbing me so much?…

In my search for an Urban landscape I keep seeing (somewhat disappointingly) litter everywhere. I’m totally amazed at the amount I have seen and how blatantly its been dumped (in the example below it is in easy walking distance of some bins.
This is just straight distressing (and has to be deliberate dumping)
